In the POTUS' weekly radio/Internet address to America, he called on Congress to have a vote on the Health Care bill. "Congress owes the American people an up-or-down vote on health insurance reform." However, the Speaker is going to bend the House Rules so that House members won't ever actually have to conduct a vote on the Senate Health Care bill. That's right, they will never have the vote, but it could still be sent to the President for his signature to become law.

If this doesn't sound possible, think again. Most of the House floor debate operates under the direction of procedures reported out of the Rules comm. Then the full House adopts the "Rule"and thus the floor debate is now defined by the terms contained in the Rule. The Speaker is considering writing a Rule that would govern the debate when the House brings up the reconciliation bill. Remember, the reconciliation bill is going to be passed and will serve as a correcting mechanism to clean up the problems with the Senate passed Health Care bill. The idea of the reconciliation bill process is that once the bill is passed, the changes get made to the Senate Health Care bill, and that is the text that becomes the law of the land. This two step process has been debated in the media and on Capitol Hill for the past week. The gimmick occurs once House members have voted on final passage of the reconciliation bill and the Senate follows suit. You see, the Rule will provide that once the vote occurs on the reconciliation bill, that vote will also count as the vote to pass the Senate Health Care bill in the House and thus send it to the President for his signature. Yet, Members of the House will never cast a vote on the provisions in the Senate Health Care bill. There will never be a vote on record for or against the "Cadillac tax plans" or the "abortion" lang. just to name a few.

Seems to this writer, if Congress hides behind this gimmick & doesn't have the guts to actually vote for or against the Health Care bill, then they all deserve to lose their job in November.  NO GUTS.............NO GLORY!
